The government takes the neo-liberalist approach of never addressing the real issue and making you pay for a temporary solution.

It also uses retro technology to add to this rebellion, you use a film camera throughout the game and the music constantly uses samples from the PS1 and PS2 era (the music is incredible btw). The music seems very much inspired by Jet Set Radio which is a game all about rebellion. This is then juxtaposed with the divide between the wealthy and the poor (called surface dwellers). The wealthy are shown to have a very different style that completely ignores the cultural heritage while at the same time advertising and commodifying the style of those surface dwellers.
