I would say the major downside is the game’s initially hard difficulty which mostly stems from the fact that it plays quite differently from other turn based tactics games. You have to get used to preferring the stealth approach (though guns blazing is also viable), and figure out which items and agent combinations work for you. After you grok the game, higher difficulties are there to create tense moments, and you should be able to consistently beat the game at least on the 2nd to last hardest difficulty setting.
