Kiryu defeats Tamashiro and runs his gang out of town, and Saki chooses to return to Nakahara when her mother rejects her. Nakahara swears an oath of brotherhood with Kiryu, pledging him the Ryudo Family’s aid in all matters. Dojima makes a surprise visit to the family offices during the ceremony and explains that the Tamashiro Family was recruited by Yoshinobu Suzuki, the Land Minister, to secure the land for the resort, which is also tied to Defense Minister Ryuzo Tamiya’s proposed “Military Base Expansion Bill”. Dojima makes it clear he will not allow the Tojo Clan to have any involvement with the resort as a show of respect for Kiryu
